REACH Releases Enrollment Assister RFP

The REACH Healthcare Foundation released a new Request for Proposals (RFP) within our Enroll All Eligible outcome investment area to support projects within the strategy: “Navigators and other assisters and community initiatives to help eligible consumers enroll in health insurance.” The deadline to submit a proposal is 4 p.m. on Thursday, May 30.

The Enrollment Assistance RFP seeks proposals that will increase enrollment for health coverage through the health insurance marketplace and the Children’s Health Insurance Program (CHIP). This RFP also allows for proposals that address enrollment and eligibility assistance with other publicly funded programs, including Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Child Care Assistance Program (CCAP), Women Infants and Children (WIC) and Supplemental Security Income (SSI). The RFP does not include enrollment assistance related to Medicare unless it is part of a larger consumer assistance program.

Successful proposals will demonstrate a commitment to, and experience with, connecting uninsured and medically underserved populations to affordable, quality health care insurance coverage and other publicly funded benefit programs. Proposals should address one or more common barriers, particularly lack of or uneven distribution of providers and/or geographically accessible enrollment assistance; lack of access to culturally sensitive and bilingual outreach and enrollment assistance; limited literacy, technology and documentation to support enrollment; and assistance to individuals who lack experience and/or trust of eligibility processes and/or assisters.
