The REACH Foundation has released a new Request for Proposal (RFP) within the Close the Coverage Gap outcome investment area to support projects within the strategy: “Partnerships to identify, research, test and create new coverage and care opportunities for those who remain uninsured or underinsured.” The Close the Coverage Gap: Immigrants and Refugees RFP seeks proposals aimed at identifying and producing new health coverage and care opportunities for citizen and non-citizen immigrants and refugees who reside and/or work in the foundation’s six-county service area.
For this RFP, the foundation is particularly focused on strategies that address health coverage barriers generally experienced by these population groups. The foundation will place a priority on proposals from organizations that have a history of service to, and deep experience with these populations and/or organizations that are seeking to develop more authentic and culturally appropriate connections to better serve these groups.
Since 2004, REACH has invested in efforts to reduce the number of uninsured persons in our service area. Beginning in 2010, we have invested in policy and programs to support the implementation of the Affordable Care Act (ACA), which has produced significant reductions in the nation’s uninsured rate. However, given that non-citizen immigrants are ineligible for coverage under the ACA, and refugees’ access to the health insurance marketplace is time-limited, a large portion of our communities remain uninsured and lack access to even the most basic of preventative services.
Through this RFP, REACH will invest in efforts to replicate promising community, state-based and national systems-level strategies to provide affordable health coverage to immigrants and refugees. Education and awareness campaigns, legal technical assistance, training for providers and staff, interpreter services, satellite and community-based welcoming centers, citizenship and language/acculturation programs that support newcomers, and research and analysis targeted at reducing specific barriers also will be considered.
